During the early months of the COVID-19 pandemic, mobility tracking became a critical tool for understanding how people were moving across the country and where potential exposure risks were emerging.
In Botswana, mobility tracking relied on manual registration logbooks at entry points, making it difficult for health officials to quickly process travel permits, access movement data or coordinate tracing efforts.
Because personal details were recorded in open registers, the system also raised privacy concerns that affected the reliability of data.
As cases increased, the manual system became harder to scale, making it clear that the country needed a more centralized way to manage permits, check-ins, and safe-guard information.
To address this gap, the Ministry of Health partnered with a local digital startup to introduce BeSafe, a QR-based mobility tracking platform which enabled nationwide check-ins across entry points and permit application.
In a country with limited data infrastructure, BeSafe was:
- ✦ Designed to be lightweight and compatible with various devices for broad accessibility
- ✦ Streamlined for ease of use, allowing individuals to quickly apply for travel permits and check-in within seconds
- ✦ Ensure secure data collection and storage reducing user's privacy risks
- 1.4M users onboarded nationwide
- Permit approvals reduced from days to minutes
- Privacy risks reduced by eliminating publicly accessible manual logbooks
- Translated user requirements into feature workflows supporting QR check-ins and permit applications across web and mobile devices
- Worked with engineering teams to improve registration flows and resolve usability issues (location capture, text rendering) before and during national rollout
- Gathered feedback from App Store reviews, contact-center reports, and beta users to prioritize fixes and guide product improvements
